Not bad. I taught HS English a few years. Not sure about <16, but they're pretty much sorted out by that point. Let the idiots sleep or doodle, and you can get a decent discussion with those who've managed to become literate. USA public school, mind you; nothing like Finlandia.

Finlandia has a plethora of young retards as well, grim can reconfirm this.
I was a lost cause during high school yet blossomed like a beautiful corpse flower in college. The US public school system is not very conducive to helping or even really bothering with the disinterested, which is one of its greatest crimes.
What i'm saying is high school shouldn't be free (to the student) and kids should work blue collar jobs in order to afford it!
