Ok. Maybe this one: 0 pitches.
If a pitcher puts his hand to his mouth while on the pitching rubber:
PENALTY: For violation of this part of this rule the umpires shall immediately call a ball.
So you do that 4 times, walk the batter without throwing a pitch, then pick them off first base. Repeat 15 times. Then it starts to rain and the game is called off but it counts because the game's gone 5 innings and is "official".
Or you could repeat 27 times.
Ps: this is stupid.

Haha, you do know I umpired double A baseball in the GBL right? =) guest - you're referring to a balk. However, if there are no runners on, the umpire would warn the pitcher the first time and award a ball to the batter. If it happens again, then the umpire may (and will) eject the pitcher for intentionally defacing the baseball. The situation you suggested is an impossibility. |

Answer is 15 pitches. Assuming the pitcher goes at least 5 innings with a lead, and the game is called after being played 5 innings because of a rain delay, it will count. All other scenarios with the pitcher involved would not work because this is the only way a pitcher can start and finish a game and have thrown only 15 pitches.
