Ok. Maybe this one: 0 pitches.
If a pitcher puts his hand to his mouth while on the pitching rubber: PENALTY: For violation of this part of this rule the umpires shall immediately call a ball.
So you do that 4 times, walk the batter without throwing a pitch, then pick them off first base. Repeat 15 times. Then it starts to rain and the game is called off but it counts because the game's gone 5 innings and is "official".
Or you could repeat 27 times.
Ps: this is stupid.

Haha, you do know I umpired double A baseball in the GBL right? =) guest - you're referring to a balk. However, if there are no runners on, the umpire would warn the pitcher the first time and award a ball to the batter. If it happens again, then the umpire may (and will) eject the pitcher for intentionally defacing the baseball. The situation you suggested is an impossibility.

Answer is 15 pitches. Assuming the pitcher goes at least 5 innings with a lead, and the game is called after being played 5 innings because of a rain delay, it will count. All other scenarios with the pitcher involved would not work because this is the only way a pitcher can start and finish a game and have thrown only 15 pitches.
